What can I use to remove dried "mammy/tar" from brick?

This brushed on/roll on black tar like "sealer" was used to seal the exterior of my foundation wall when foundation repair work was done. The workers got carried away and "painted" the brick too high on the wall.........now it will be exposed when the foundation is back-filled. Don't tell me to call the foundation company back.......it's too late for that.
