What is the best, but affordable cd/dvd repair kit?

I tried a Maxell repair kit that has a spray cleaner and a scratch sealer, but it never worked. I tried a kit that had a strange buffer, where it opens like a portable cd player, you put the disc in upside down and close the lid, then hold the knob on the top and crank the buffer. Well it didn't work either and actually made scratches worse. I normally take seriously scratched cds/dvds to our local pawn shop to have resurfaced, but at $2-$3 per cd/dvd gets expensive. So where could I get a cd/dvd repair kit that actually works but at a decent price of under $100 maybe.
