I have a 24 inch rim, and it obtained a crack. can this crack be removed by weliding the rim back together?

All you can do is take it to a weld shop and see what they say. Some metals can't be welded and some can. If the rims bent by the crack maybe they can straighten it but if the whole rim is bent then it's junk.
