Can / Does this really happen?

Can a house be winterized and then when the plumber turns the water back on in the Spring time, there is no water? Can a water pump & jet assembly that was working fine when he turned the water off and winterized the house in the fall, suddenly go faulty and there be no water when he turns the unit back on in the spring? Can this really happen? Thank you. Bev
